Organizing Tip: Chicken or Egg? Effective or Efficient?

My fortune in my fortune cookie a few weeks ago said:
The efficient person gets the job done right.
The effective person gets the right job done. 
Think about that for a moment.  Which one is better?  (This is kinda like the chicken/egg argument!)
